Sure they did. KC announced to the world as much. He said the quiet part out loud.
All teams may tamper to some extent through agents, etc. Iβm not so sure most teams take a head start with coaches visiting, playbooks being handed out, etc
I say the NFL should exchange Minnesotas and Atlantas first round picks this year as punishment. π

Frankly... I get a gut feeling that Kirk going to Atlanta has been some kind of open secret insiders have been aware about longer than the past few weeks.
My mud pit thoughts... a lot of bullshit ahead...
What I suspect is happening is that the NFL is doing a serious investigation of all of the facts while planning to contain the story to a happening at the Combine (where fans seem to be less interested in the details as opposed to surmising illegal tampering happens all of the time).
The connection is/was his wife, no? If Kirk's personal motivation for going to Atlanta is family based, how ahead of the game was Kirk willing to get to be prepared? How long has he had their playbook? The Fiction Section Of The Library pointed out the Kyle Pitts text messages over the number 8. How long have all parties involved been aware of these big plans to move back "home?"
I think the real story is Kirk was communicating with Falcons players or staffers his family intent/desire to play there longer than just this past month. He didn't want his employment to come down to an official/direct ask to Atlanta's front office, so he gets in touch with the right people in Atlanta to float up the rumor balloon. Then it quickly ascends up to the top of the chain to Arthur Blank, who's already thinking free agency. He simply goes, "i'll pay that son of a bitch whatever he wants!" To express acknowledgement and interest, Atlanta finds a reporter to feed the Bill Wants Cousins story to. That plants the seed, which leaves (heh) an anxious Kirk and star struck Falcons brass in constant dumb spots implying/confirming that the ask is met all the way up to the official signing. Then Kirk handles the presser like he handles clocking the ball with the game on the line.

Kirk screwed the pooch on this one by announcing he was in contact with Falcons trainers, players and Staff hours before the league year ended. He was still technically under contract with the Vikings.

So as i said...did atl tamper? Im guessing yes even outside of the very loose tamering rules they did. Give us a pick lol Yes they absolutely did in the most blatant ways possible (to the point the NBA canβt ignore it) It was so blatant the NbA should be doing a seriously hard punishment like give the Vikings an ATL 1st rounder. Like they did to Miami over their owner tampering for Brady and Sean Payton. But they will instead keep it quiet and sweep it under the rug and throw the Vikes some peanuts more like the eagles last year. Like a 4th rounder or so.

What ATL did, and Cousins broadcasted, is well above the normal tampering acceptance level and if the NFL does nothing in this case it completely neuters any semblance of a tampering rule. Occasionally; teams get whacked for tampering and I'm pretty sure that ATL is going to lose a premium pick. The question is whether it gets sent to the Vikings or not.

The NFL would have to investigate every team? That's like saying the cops can't pull over any speeders because they would have to pull over everyone. No, they can just pull over the guys going 95 if they want. When Kirk is dumb enough to admit they violated the rule, that's just daring the league to do something about it.

Teams have had to switch picks and or give up picks to other teams due to tampering Dolphins and KC. This last time for Dolphins was their 2nd offense but the player tampering and executive tampering (yeah they got caught tampering with another team's executive to hire him away). Usually they have flipped existing picks for lower round picks to the team affected or they just remove picks from the offending team. I do not think there is a case where they have awarded someone another teams pick without that team having to give a lower round pick back. I mean we only have KC once and Dolphins twice, right?

He was privy to the Falcons free agency negotiations with Mooney and offered to call him on behalf of the front office to get it done.
