Divine intervention ....... OR A Mike Ditka Ricky Williams draft deal. It kinda has a Viking feel .......
The Ricky Williams trade was a trade between the New Orleans Saints and Washington Redskins of the National Football League (NFL), which occurred prior to the 1999 NFL draft. Mike Ditka of the Saints wanted to move up in the draft order to ensure that he would be able to select Ricky Williams from the University of Texas at Austin. To do so, he traded every pick he had in the draft for the fifth overall selection, which he used to select Williams.
The Saints struggled in the 1999 season, and Ditka was fired. Williams played for the Saints for three seasons before he was traded to the Miami Dolphins.

What about our 19 7th round picks? Can't we trade them? Wait a second, just went up to 20, lost another 5th though.

Just because Burrow is from Ohio doesn't make him a slam dunk number 1 to the Bengals. Yes they need a QB, but they might like someone else.
Remember when San Francisco had the number 1 pick. Lots of people including myself thought Aaron Rodgers was going there because of his ties to Southern Cal. It didn't happen.
Never assume in the NFL draft. Honestly IF the Vikings draft a QB day 1, it's going to be Tua.

Tua is a good player when he's healthy, but I'm not sure that he can make it through an NFL season, much less a career.

I imagine a bunch of teams would like to snag Burrows in the draft. Could be a bidding war to try and get him, even if Cincy would trade? Sure, they'll pick up the phone and listen to offers. Just like Arizona did last year even though they were picking Murray all along. Teams will have to offer completely ludicrous and franchise-crippling packages of picks to get Cinci to budge.

A Herschel Walker type trade. π
