I think the punishment for illegal tampering should be handed down in time for this draft, because the harm from said infraction can affect real time job performance reviews with real GM's. And I've heard that it will probably play out that way.
A swap of the 11th pick for Atlanta's 8th seems fair to me.

Slaps on the wrist don't curb the sleazy scumbags like Robert Kraft and Sean Payton, which if they really care about the optics, should be the approach. But an 8 for the 11 is all I could expect.

I think the way it works from what I've seen in the past, is the Falcons and Vikings will be allowed to negotiate a settlement before this draft, if they don't settle, the NFL will just take picks away from The Falcons in either this year or next years draft, so the Falcons, one would think, would rather swap picks than lose picks. I maybe wrong in this thinking but as I said, it's what I've seen in the past.
